About Fred

Fred has lived in San Leandro for over 30 years while raising two children together with his wife Kimmerly. He continues to be a community activist pursuing environmental justice for San Leandro, Cherryland, Ashland, Fairview, San Lorenzo, Castro Valley, and neighboring communities. Fred earned a Bachelor of Science degree in Civil Engineering from the University of California, Davis, and a Master of Science degree in Civil Engineering from Stanford University.

Fred is a Registered Professional Civil Engineer in the State of California, with over 30 years of engineering experience in the Bay Area, including work at the East Bay Municipal Utility District and Contra Costa Water District.

Appointed in 2018 and serving through 2020 as a San Leandro Senior Commissioner, Fred advocates for senior residents. Fred was first elected as a Director of the Oro Loma Sanitary District in 2018 with a commitment to protecting public health. With eight years of service on the Oro Loma Board, including serving as Board President, combined with his 30 years of experience as a civil engineer specializing in water, Fred continues to develop innovative policies that protect our water, air, and natural resources while improving services for residents.

Fred was also elected to the San Leandro City Council in 2020 and re-elected in 2024. He continues to serve the City of San Leandro, representing Council District 4, the Manor area, including Mission Bay, Heron Bay, and Marina Vista, while working to address climate change and invest in community equity, infrastructure, public safety, and quality of life.
